Claims and back office processing for an Ontario crown agency
The challenge
Processing backlogs had grown for three consecutive years and the agency was under public and ministerial scrutiny for turnaround times. The dominant cause was not throughput. It was rework: incomplete submissions entering the queue, failing validation days later, and returning to the applicant, with each cycle generating several additional contacts and pushing the file further back.
What Corpshore did
We established a managed service in Ontario handling completeness review, document processing, applicant follow-up and adjudication support. The design decision that mattered was moving validation upstream. Files are now checked for completeness before entering the processing queue, and applicants are contacted directly to close gaps rather than being rejected and left to work out why.
We also rebuilt the applicant-facing guidance into plain language with the agency's communications team, in both official languages, and built a shared knowledge base the agency's own staff now use. All processing follows a documented workflow with full audit trail and records retained to the agency's schedule. Accessibility requirements under AODA were built into every applicant-facing communication.

Results
Backlog cleared within the first five months and has not recurred. Average turnaround improved to within the agency's published standard by month six. Rework fell by an estimated 47 percent following the upstream validation change and the plain language rewrite. Contacts per application fell by roughly a third. The engagement was extended and scope expanded into an adjacent programme.
Why it worked
Adding processing capacity to a rework problem processes the same rework faster. The agency had measured the queue and not the cause.
