Benefits programme contact centre for a United States county government
Le défi
A programme change generated a sudden and sustained increase in resident contact. The county's existing capacity was overwhelmed within days, hold times reached levels that were making local news, and residents with time-sensitive entitlements could not get through. The county needed capacity in weeks, not months.
The binding constraint was residency. Contract terms required all personally identifiable information to be handled by United States persons on United States soil. That ruled out Canadian or offshore delivery for any resident-facing or file-handling work, and it is the reason this engagement is structured as it is.

Delivery was staffed and performed entirely in the United States through Corpshore Inc, the group's Florida entity, with all agents United States-based and screened to the prime contractor's requirements. No personally identifiable information left the United States at any point.
The Canadian contribution was deliberately limited to two things that could be performed lawfully on de-identified data: programme governance and reporting from Toronto, and contact driver analysis on aggregated, de-identified interaction data used to identify why residents were calling and what could be fixed upstream. That analysis was the difference between absorbing the volume and reducing it.

Résultats
Live in nine weeks against an accelerated timeline. Hold times returned within the county's published standard within four weeks of full ramp. Contact volume reduced by an estimated 22 percent over the following quarter after the driver analysis prompted three specific changes to programme communications, which is a reduction the county retained permanently. No data residency finding raised at any point during the engagement or in the subsequent programme review.

The residency constraint was treated as a design input rather than an obstacle to negotiate. Structuring the engagement around it, and being explicit about exactly what work sat where, is what made a cross-border group eligible for work that would otherwise have been closed to it.
